Pathways for Doctors who want to work as an Overseas Doctor in Australia

Medical Registration

To work as a medical practitioner in Australia you must be verified by the Australian Medical Council (AMC) and then apply for registration with the Australian Health Practitioner Regulation Agency (AHPRA).

The pathway for IMG or Overseas trained Doctors to registration varies on a case by case basis depending on the qualifications and background of each doctor. Please contact your dedicated consultant for advice on which pathway to Australian registration is most relevant to you.

English Language Test

An English Language Proficiency test is required for all international medical graduates who require registration in Australia.

Exemptions may apply when the applicant can provide evidence of secondary education and/or tertiary qualifications in the relevant professional discipline in the UK, Canada, Ireland, New Zealand, South Africa or the USA, where English is the native or first language.

Applicants will need to submit evidence to the AHPRA of competency in speaking and communicating in English by having completed an English Language Test to the following standard:

    • The IELTS (academic module) with a minimum overall score of 7 and a minimum score of 7 in each of the four components (listening, reading, writing and speaking)
    • The OET with a minimum score of B in each of the four components (listening, reading, writing and speaking)
    • The PTE Academic with a minimum overall score of 65 and a minimum score of 65 in each of the four communicative skills (listening, reading, writing and speaking)
    • The TOEFL iBT with a minimum total score of 94 and the following minimum score in each section of the test

 

Certificates of Good Standing

1. International Medical Graduates (IMGs) will require a Certificate of Good Standing (COGS) to be registered with AHPRA. Note that these Certificates of Good Standing must be sent directly from the Licensing Authority to AHPRA.

2. Applicants are required to apply for an International Criminal History Check (ICHC) from an AHPRA approved vendor, who will provide the ICHC report to the applicant, and directly to AHPRA. ICHC results are valid for three months from the date of issue.

Visa requirements to work as an Overseas Doctor in Australia

Visa Requirements

The Australian Federal Government, through the Department of Immigration and Citizenship (DIAC), has established a Temporary Skills Shortage visa scheme to Australia.

These visas allow overseas doctors to be sponsored by and employed to work in Australian hospitals or medical organizations in Australia for periods of up to four years. In some instances, those visas can lead to permanent residence or can be extended (by further application) on-shore in Australia. You must have a job offer before applying for your visa.

There are two streams available under the Temporary Skills Shortage visa program:

    • Short-term (ST) stream: this stream is for employers to source genuinely temporary overseas skilled workers to fill short-term positions in a range of occupations for a maximum of two years and can be renewed once for a maximum of another two years – there is no eligibility to permanent residency with this stream.
    • Medium-term stream: this stream is for employers to source highly skilled overseas workers to fill medium-term critical skills for up to four years, with eligibility to apply for permanent residence after three years.

The medium-term stream is applicable to most medical professionals.

 

Visa Process

The process has three stages. The first two stages are undertaken by the employer or on the employer’s behalf. The third stage is carried out by the medical practitioner or on their behalf.

The three stages are as follows:

    • Stage one: sponsorship application
    • Stage two: nomination application
    • Stage three: visa application by medical practitioner.

Some employers, and particularly government operated hospitals in Australia, will already have a number of pre-approved sponsorship approvals in place and will normally only have to apply for the “nomination” of the particular medical practitioner they wish to employ, once that person is identified and the terms of employment have been agreed.

 

Eligibility for Medical Practitioners

To be eligible for sponsorship a medical professional must:

    • Hold a Bachelor qualification in a relevant area of study
    • Have at least one year of hospital-based training.
    • Registration or in principle approval for registration with the Australian Health Practitioner Regulatory Authority (AHPRA)

Getting registered as a doctor in Australia

Doctors aiming to register and work unsupervised as a specialist in Australia must have completed the required training and assessment to gain fellowship with the appropriate Australasian college in their chosen specialty (ie: radiology, emergency medicine, general medicine, psychiatry). If you have trained in Australia or New Zealand the process is straightforward.

 

English language and training requirements

HOW TO WORK AS AN OVERSEAS DOCTOR IN AUSTRALIA

To work as a doctor in the United Kingdom
 

To work as a doctor in the United Kingdom, all doctors must obtain registration with the General Medical Council (GMC) and licence to practice. The exact requirements for registration will depend on several factors, like nationality, the country of your primary medical qualification and any postgraduate training.

 
The first step is checking that you possess an acceptable primary medical qualification to apply for registration. Find out about joining the GMC register.
 

As a rough guideline

  1. A valid and verified primary medical qualification:  Not sure whether your qualification is valid? Double check on General Medical Council website. An EEA country or Switzerland or non-EEA. It may require independent verification (via EPIC verification).
  2. English Language skills: speaking, reading, writing and listening ability must be demonstrated. This is to ensure your patients’ wellbeing is not at risk. This can be demonstrated by passing IELTS/OETS (International English Language Testing System/Occupational English Test) Academic 7.5 or above or Medicine grade B
  3. Proof of Clinical Knowledge: PLAB, Postgraduate qualification, Certificate of Eligibility for Specialist Registration (CESR)  PLAB1 exam – This tests your medical ability. The PLAB1 is a 180 multiple choice paper involving clinical scenarios, which you are given 3 hours to complete. For more information about the PLAB1 and booking it, click here.
  4. PLAB2 exam: This is the 2nd part of the PLAB exams, and involves (with the requirement of a UK Visa) coming to the UK to sit. It is an in-person exam, and you are tested on your clinical skills.   5. GMC Registration: Once you’ve passed your PLAB2, you can apply for a GMC license to practice in the UK.
  6. Evidence of Acceptable Internship: or two years of continuous work practice evidence after graduation
  7. 5-year activity record: medical work, clinical attachments, periods of unemployment or study leave
  8. Certificate of good standing: You will need to provide a certificate of good standing from each medical regulatory authority you’ve been registered or licensed with in the last five years. Each certificate is only valid for 3 months
  9. ID Check: Once your application has been approved, you will be invited to book an identity check within 6 months. This takes place in either Manchester or London. Guidelines on the identity checking process can change at any time due to Covid-19, please visit the GMC for the latest guidelines.
  10. Finding & Applying for a UK: On average, from completing your PLAB2 to getting a , it can take 2 months.

 

If you’re not a consultant and looking to work in the UK, we recommend applying first for a non-training role in at your grade (FY2, SHO or Registrar  depending on your seniority) before entering a training programme.

The whole process can take between 1 to 3 months but you must allow yourself plenty of time to complete everything and adhere to any deadlines.
*If you wish to work in the UK as a General Practitioner (GP) then you must also join the GP register.
